Google One Tap signs in correct user when account already linked

Google One Tap was fixed to resolve identity through the shared OAuth path, so the user who owns the Google subject is signed in, matching the redirect and `signIn.social` flows. Previously it matched a local user by the token's email and used the subject only to decide linking, allowing a Google credential owned by one user to authenticate a different user who shared that email.

one-tap plugin honors requireLocalEmailVerified gate

The `one-tap` plugin's `/one-tap/callback` endpoint now honors the `requireLocalEmailVerified` gate and `accountLinking.disableImplicitLinking` option. The `email_verified` claim from the Google ID token is normalized via `toBoolean` so a string `"false"` is treated as falsy.
