Use --env-file-if-exists to make scripts work inside containers

Compose injects environment variables directly; there is no .env file in the Docker image. Using --env-file without 'if-exists' made every script fail with 'node: .env: not found' — including the migration, which is the first thing a deploy runs. The --env-file-if-exists flag prevents this error.
