The bar keeps the two things a visitor might do. Everything readable moved to a contents strip under it, the way a zine puts its contents under the masthead.

The bar and the contents strip both carried navigation, so a signed-in reader got two rows with three destinations repeated. Simplify the signed-out branch and apply the same pattern to the signed-in side. The bar carries identity and admin access; everything readable is in the strip, once.
