Do not merge duplicate notes on an uncalibrated threshold

Consolidation scheduled to rewrite people's notes on a threshold that was never validated. Three notes stating the same fact in different words sat at distance 0.15, 0.22 and 0.27; the first pair of genuinely different facts sat at 0.2766. There is no threshold that catches the duplicates without also gluing unrelated facts together — the margin is 0.004. At the shipped 0.12 it merges nothing at all. Merging is destructive; unattended destruction on an unvalidated number is not a feature. Keep it behind a feature flag until a signal exists that separates a duplicate from a neighbour.
