Health check distinguishes between old rows and actively processing ones

A source interrupted between 'processing' and 'ready' was simply abandoned. The health check called a source stuck when its status was 'processing' and its row was over an hour old. Those are different things: a page created this morning and requeued a minute ago is busy, not stuck. Measure how long a source has been processing, not how old it is. A monitor that cries wolf is the one nobody reads on the day it is right.
