Carbon Sass now requires Dart Sass

Sass files in Carbon now require Dart Sass in order to compile. The decision to move from LibSass to Dart Sass was made after the announcement that LibSass is deprecated.

Sass Modules usage in v11

Carbon has updated its Sass files to leverage Sass Modules, a new module system introduced in 2019. This simplifies how styles are brought into projects from Carbon while drastically reducing compile times. You can still @import any files from Carbon if desired; there is no requirement to move to Sass Modules to benefit from compile time improvements.
