@carbon/react consolidates multiple packages

Starting in v11, styles, React components, and icons are all available under the @carbon/react package. Individual packages (carbon-components, carbon-components-react, carbon-icons, @carbon/icons-react) can still be downloaded individually but are brought together to simplify bringing Carbon into a project.

@carbon/styles package introduced in v11

The @carbon/styles package is new in v11 and contains all of the Sass styles for components. It is re-exported by @carbon/react. The Sass styles in this package have been updated for Dart Sass in order to improve compile times by over 90%.
