Data-driven verb patterns for parser

Verb patterns should be data-driven JSON. Each verb entry contains: aliases_en (array of English synonyms), aliases_ru (array of Russian synonyms or other language), patterns (array of pattern objects each with args array and action string), and time_cost (integer). Example: 'take' has aliases ["get", "grab", "pick up"], patterns with args ["noun"], and time_cost 1. The 'use' verb has patterns with args ["noun", "preposition", "noun"].
