The useThrottledState hook works similarly to useState but throttles state updates. State updates are delayed and batched so they occur at most once per specified interval.

The setThrottledState handler will be called at most once every wait milliseconds. For example, with a wait of 1000ms, updates are throttled to occur no more frequently than every 1000 milliseconds.
