instant = false export allows blocking routes

Export const instant = false on a route to opt out of validation and purposely allow a blocking route. This doesn't change how the route renders, only opts out of the validation check. Dynamic segments show a ◐ fallback row even when nothing meaningful is prerendered. Unlike streaming routes with <Suspense>, there is no fallback UI: users see nothing until the lookup completes.
