instant Navigation Inspector in DevTools

The Navigation Inspector is available when cacheComponents is enabled. Open Next.js DevTools, select Navigation Inspector, and turn on Pause on navigations to freeze the initial static UI on page refresh or freeze the prefetched UI when clicking a link. Click Resume to let the navigation finish. This allows checking that loading states appear correctly on first visit and on navigation.

instant playwright helper for testing

The `@next/playwright` package exports an `instant()` helper that holds back dynamic content while the callback runs against the instant UI. This is used for testing instant navigation and preventing regressions in end-to-end tests.
