Key generation compliance requirement

Cryptographic keys shall be generated within a cryptographic module with at least FIPS 140-2 or 140-3 compliance.

Random value generation requirement

Any random value required by the key-generating module shall be generated within that module. The Random Bit Generator that generates the random value shall be implemented within a cryptographic module with at least FIPS 140-2 or 140-3 compliance.

Hardware vs software cryptographic module preference

Hardware cryptographic modules are preferred over software cryptographic modules for key generation protection.
