perEnvironmentState helper for environment-scoped plugin state

Vite exports a perEnvironmentState helper function that simplifies managing plugin state per environment. It takes a factory function that returns initial state and returns a function that takes the plugin context (this) and returns the state for that environment.

Plugin state keying with perEnvironmentStartEndDuringDev example

When using perEnvironmentStartEndDuringDev: true, a plugin can access the current environment via this.environment and maintain environment-specific state. Example: const state = perEnvironmentState<{ count: number }>(() => ({ count: 0 })); then access it via state(this).count in buildStart, transform, and buildEnd hooks.
